RES legislation in Poland

A new draft Law on Renewable Energy Act, which is planned to implement the first half of 2014, will introduce helpfull amenities for connection of renewable energy sources (RES).

For micro-installations(up to 40 kW) and small photovoltaic installations (40 kW to 100 kW) for a period of 15 years from the signing of the contract with the local power distribution system operator feed-in tariffs will apply.

Feed-in tariffs for photovoltaics is expected to be:

- 1.3 zł for systems up to 10 kW installed on buildings,

- 1.15 for systems up to 10 kW installed on the ground,

- 1.15 zł for systems from 10 kW to 100 kW installed on buildings,

- 1.1 zł for systems from 10 kW to 100 kW installed on the ground.

An application for connection to the network do not need to attach plans of instalation. Owners of small and micro installations will be exempt from connection fees.

Bi-directional meter installation will be at the side of the operator, the cost will not be on owner of the installation. Owners will also exempt from the obligation to conduct business.

People who are willing to join the installation to the grid of less than previously issued conditions for connection, will only be required to notify the operator.

Large installations will continue to be in a system of green certificates (each installation receives the RES for a certain amount of MWh produced, then certificates are sold on the Polish Power Exchange), but the novelty will be the number of certificates awarded, depending on the technology used RES.
